Every new apartment in Serbia must come with an energy performance certificate (Energetski pasoš), a class from A+ to G and an annual energy consumption estimate in kWh/m²/year.
What the letter means in bills
- A+: under 15 kWh/m²/y heating. Rare outside passive-house projects.
- A: 15–25 kWh/m²/y. Typical for well-built new construction with heat pumps or district heating plus good insulation.
- B: 25–50 kWh/m²/y. Majority of post-2018 residential buildings.
- C: 50–100 kWh/m²/y. 2000s construction with basic insulation; older buildings that went through a solid renovation.
- D: 100–150 kWh/m²/y. Older buildings with original windows and no facade insulation.
- E–G: 150+ kWh/m²/y. Unrenovated pre-1980s stock.
Resale premium (Belgrade, 2026)
All else equal, moving from D to B adds roughly 8–12% to sale price in core districts, and the gap widens in the "walking district" blocks that appeal to younger buyers. At the top, the A vs. A+ delta is smaller, buyers don't pay much extra once annual energy bills are already negligible.
Cheapest moves, biggest impact
- Windows: swapping single-glazed or tired aluminum for triple-glazed PVC pays back in 7–9 years and bumps the rating.
- Thermostatic valves on radiators: a small upgrade with outsized effect in district-heated buildings.
- Heat pump replacing electric boiler: dramatic effect on summer and winter bills.
- Facade insulation: only works if the whole building agrees. Coordinate with the assembly.
What to ask for at viewing
- The actual pasoš document.
- A copy of last winter's heating bill, the only real-world check on the theoretical rating.
- Window age and glass type.
- Whether the building has had a coordinated facade renovation.
